Unlock 'Tactical Eradication'

Fla'ran's Request can only be unlocked once you have accepted the standard quest Tactical Eradication.

Unlock Tactical Eradication by listening to the two NPC's near the Colony 4 Canteen and acquiring the topic 'Tactician's Plan'. You can then discuss it at a rest spot to unlock the quest.

Talk to Maxie at the Colony 4 Council Room right after to unlock Fla'ran's Request.

Head for Raptor Perch at Dannagh Desert

Head for Raptor Perch at Dannagh Desert next to take down a horde of Lv. 29 Drone Arachno and a Lv. 31 Midona Arachno. The quest will completed shortly after defeating the monsters.
