Head to Aetia Region - Alfeto Valley Mouth

After talking to Ethel to announce your departure, listen to the two NPCs by the entrance of the Ferronis Hatch in Colony 4 to acquire the info 'Colony 9 Lately'.
Discuss the info at a rest spot afterward to unlock Zeon's Hero Quest. Head to Alfeto Valley Mouth in the Aetia Region after unlocking the quest.
Defeat Zeon and His Comrades
A battle will ensue upon arriving at the area. Defeat Zeon and his comrades, then head to Colony 9 Command.
Head to Everblight Plain
After a cutscene at Colony 9 Command, head to Everlight Plain and prepare for a series of battles. Zeon will join your party so you have a pair of extra hands to help with the battle.
Defeat the Agnus Strike Force
Defeat the Agnus Strike Force. There are a total of 19 enemies that you need to defeat so don't hold back on your arts!
Return to Colony 9 and Defeat Moebius B
After defeating the Agnus Strike Force, return to Colony 9 and defeat a Lv. 24 Moebius B. It's a tough boss fight so you might want to raise your level to at least Lv. 23. Make full use of chain attacks during the fight to defeat Moebius B easily.
After defeating Moebius B, Colony 9 will be released and you can now roam freely around the colony. New quests will appear so make sure to be on the lookout for them!
