Unlock 'Tactical Eradication'

Jeremy's Request can only be unlocked once you have accepted the standard quest Tactical Eradication.

Unlock Tactical Eradication by listening to the two NPC's near the Colony 4 Canteen and acquiring the topic 'Tactician's Plan'. You can then discuss it at a rest spot to unlock the quest.

Talk to Maxie at the Colony 4 Council Room right after to unlock Jeremy's Request.

Head for Nih'l Valley at Eagus Wilderness

Next, head for Nih'l Valley and defeat a Lv. 31 Towaris Taos. The quest will automatically be completed after successfully taking down the elite monster.
