Meet Ashera at Syra Hovering Reefs
Go to Syra Hovering Reefs upon arriving at the Keves Castle Region. Head towards the '?' mark on the map to get to where Ashera is and defeat the 7th Levnis Troop.
Defeat a Series of Enemies
Continue forward and defeat the enemies guarding the gate to Colony 11. There are a total of 3 teams that you need to go through but they aren't particularly strong so defeating them would be relatively quick.
Defeat Moebius R
Proceed to Colony 11 and watch a short cutscene between Consul R and your squad. A battle ensues right after and you need to defeat a Lv. 38 Moebius R.
Talk to Ashera
Talk to Ashera atop a watchtower at Colony 11: West Gate to complete the quest. Recruiting her to your team unlocks the Lone Exile class for Eunie as well as the info 'Colony 11's Future'.
