Complete Alexandria's Hero Quest

You can only unlock the quest 'Enemies and Allies' once you have completed Alexandria's Hero Quest - Her Reasons.

Start the Hero Quest by defeating the Colony Iota Troops at Dies Arch in Fornis Region. Next, defeat Alexandria's Squad scattered in the Fornis and Pentelas regions.

Finally, return to Colony Iota to take down Alexandria and Moebius E.

Acquire the Topic 'Colony Iota Goods'

Colony Iota Goods NPC Locations

Before you can unlock this quest, you need to acquire the topic 'Colony Iota Goods' at Colony Iota first. Do this by listening to the NPCs with the yellow speech bubble hanging around the colony.

Once you've acquired the two pieces of info needed to unlock the topic, discuss it at a rest spot to unlock the quest.

Talk to Rhyza at Torus Hollow

After unlocking the quest, head north of Colony Iota until you reach Great Liente Shelf at Elaice Highway. Enter the cave to reach Torus Hollow and talk to Rhyza.

You'll stumble upon plenty of Lv. 40 enemies on your way to Torus Hollow so make sure your team's all leveled up.

Get the Hidden Stash at Torus Hollow

Next, folow the winding paths in Torus Hollow until you get to the hidden stash. Although confusing at first, all paths in the cave lead to the hidden stash or the entrance so don't worry too much about which path you're going to take..

Do be careful of the Lv. 40 and Lv. 60 enemies that are on your way though. Some of them are easy to defeat while the unique ones are quite tough.

Send Supplies to Colony 4

After getting the supplies, go to the Collectopaedia Card tab on the menu and send supplies over to Ethel at Colony 4. The quest will be completed shortly after.
