The Spare Change in chapter 1 can be found near a tree after exiting the cave leading to the Mako reactor in Nibleheim. Take note that the Spare Change Materia obtained during this chapter is only usable during this chapter.

The Spare Change Materia can be bought from Chadley. You can find Chadley among various regions. Note that all region stores from Chadley is accessible as long as you can talk to Chadley and peruse his materia stock. However, to obtain the data points for the store, you'll need to complete Combat Assignments from the same region.

Requirements to Buy Meridian Ocean Materia

Aside from the standard Data Point cost to buy the Materia from Chadley, you'll also need to complete several steps to unlock the said Materia which are the following step:

Requirements
・Get all Protorelics from all region (obtained from Phenomenon Intels)
・Complete all Divine Intels in all regions (Shrines)
・Get all Summon Materia that's obtainable from the Combat Simulator
・Go to the Gilgamesh Island
・Complete Phenomenon Intel 2,3, and 4
・Defeat Gilgamesh (Phenomenon Intel 1)

Once you have completed the necessary steps, the Meridian Ocean Region Materia development becomes available from Chadley.
