To Tabri can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Cyrus at the northern edge of Lacuni Excursion to begin this Side Quest.

| 3 |  Search for the Buried Cipher You will be ambushed by Sand Scorpions after finding the cipher. Defeat them to proceed. |
| 4 |  Return to Tabri's Encampment Upon returning, Peth will translate the cipher. Read Tabri's message to continue. |
| 5 |  Raise a Toast to Tabri Completing this step ends the quest. |
