Carnivore's Dilemma can be unlocked by checking the available side quests from the Adventure Seeker. If this side quest isn't available, you can pay the NPC gold to shuffle the zone and side quests or check again the next day until it appears.
Side quests from the Adventure Seeker only becomes available after reaching level 60 and changing the difficulty to Hell I.
Talk to Guard Terell at Sentinel's Watch in the Foggy Plains to begin this Side Quest.

| 5 |  Kill the Gorejaw Varanid |
| 6 |  Take Ryston's Service Badge |
| 7 |  Give Ryston's Badge to Terell Completing this step ends the quest. |
