You must accept Sapadal's offer of power in Naku Kubel and decide to sever the Adra Network to get Severed Branch. You will encounter this part at the end of the Shadows of the Past main quest.
Destroying the Ruins will get you the Scion of the Immortal Land ability instead of the Severed Branch. Scion of the Immortal Land won't give a speed boost, but will increase your damage and give health regeneration for 12 seconds.
