Whisper of Exiles can be acquired from a treasure chest requiring 5 lockpicks at the center of Great Sand Sea in Shatterscarp. The chest can be found among the rocky area plagued by Dreamscourge, guarded by Dreamthralls.

Exodus in Winter for Stronger Frost Accumulation

Exodus in Winter is the clear choice, buffing the already powerful Frost Accumulation of this wand. The alternative, Ill-Fated Return, is not practical since it requires you to perform a parry, something a Wand user will rarely ever do.
Even if you plan on using a shield and wand, the Frost Accumulation from the Full Combo Attack still has much more value, since it also affects nearby opponents.

Whether through magic or artifice, two separate pieces of ivory - one black and one white - were twisted and bound together to create this wand. Once wielded by the archmage Ryngrim for its affinity for frost, the weapon fell out of favor as her power and mastery of cold deepened.
