Where the Mist Parts is unlocked after completing the previous sidequest, Three Small Things and has no level restriction.
Three Small Things Mission Guide

Immediately after the previous mission, head to the Worker Dorms. Go to the medical bay and check up on Ropp. You learn that he's been mumbling the name Masie.

Head out of the medical bay and ask around for clues. You can ask 4 people, but only 2 of them will help you find the clues needed.

After learning that Masie is actually the name of Ropp's patent, talk to Andre to try opening the safe you gave him before. As you open the safe, Miguel arrives to tell you that Ropp just came out of his coma.

Head back to the medical bay and talk to Ropp. You ask him about Masie, and he tells you that a girl showed up with a filter device containing Blighted materials.

Open up Baker and read the message Andre just sent you. He updates you that the water purifier is working.

With Gilberta already heading off, talk to Andre about the water purifier. You try to find Gilberta after thanking the UWST crew.

Head to Power Plateau and meet up with Gilberta. Gilberta hands over a final diary entry document, written by the owner of the filter device, in which they wrote their goodbyes. Gilberta opens up about her fear of oblivion.
Gilberta's letter flew off in the wind, and you tried to catch it. She catches you from falling and decides to give you her blank letter. She asks if you could return it to her once she sorts out her feelings and knows what to write.
