The Surging Tide is the fourth quest under the The Way of Water mission series. This quest is under Chapter 2 - Process 2 of the main story and is located in Wuling City.
How to Unlock The Surging Tide
The Surging Tide is unlocked after completing the Of Grace and Gentle Might from The Way of Water quest series with no level restriction.

- Use the Forge of the Sky to Make Xiranite
- Talk to Yan Ning and Others

Meet with Yan Ning at the Core AIC Area
Teleport to the Core AIC Area in Wuling City and meet with Yan Ning, Bai Shuang, Perlica, and Chen Qianyu. Yan Ning will assist in constructing the Forge of the Sky.
Use the Facility List to Construct a Forge of the Sky
Open the Wuling AIC Factory Plan and view the Xiranite Forging node. Click on Guides and enter the Forge of the Sky simulation to learn how to produce Xiranite. After completing the simulation guide, construct the Forge of the Sky.

| 1 |  To complete the simulation, you must produce 1 Xiranite and use the blueprint to set up a Xiranite blueprint. |
| 2 |  Interact with the Forge of the Sky to check the production formula. With a steady source of Stabilzied Carbon, you only need to make Clean Water. Complete the disconnected pipeline and connect to the Forge of the Sky. |
| 3 |  Open the Blueprint menu and select the Xiranite production line blueprint. Place the blueprint and change its position and rotation to overlap with the facilities hologram. |
| 4 |  Head to the PAC Output ports that are connected to the Shredding Units. Select the Carbon for PAC Output Port 1 and 3, then Sandleaf for PAC Output Port 2 to be inputted to their respective shredding units. |
| 5 |  Use the Pipe Splitter to move Clean Water into the second Forge of the Sky. You can enter sky view, equip the pipeline, and just drag the pipe control port of the Forge of the Sky to connect to the Fluid Pump. |
Forge of the Sky Layouts and How to Use
Place the Forges of the Sky in the Core AIC Area
After constructing Forges of the Sky, place them in the Core AIC Area. With the knowledge from completing the simulation guide, complete the Xiranite production set.
View the Forge of the Sky Control Panel
Click on the Forge of the Sky to check its control panel. Move the Stabilized Carbon to the construct.
Connect the Fluid Pump to the Forge of the Sky with Pipes to Acquire Clean Water
Place a Fluid Pump near the water source and connect it to the Forge of the Sky with pipelines. Remember to place a Xiranite Relay near the pump to power it up.
Fluid Pump How to Unlock and Get
Use the Forge of the Sky to Make Xiranite
With the Stabilized Carbon in and Clean Water pumping to the Forge of the Sky, wait until it produces 10 Xiranite and place them in your backpack.
Talk to Yan Ning and Others
Bring the produced Xiranite to Yan Ning and Bai Shuang. Yan Ning contemplates if the Xiranite can reset the Xiranite flow control node.
Go to the Xiranite Flow Control Node
Cross the bridge and jump across the lily pads to reach the steps leading to the flow control node.
Repair the Xiranite Flow Control Node
Interact with the Xiranite Flow Control Node and place the produced Xiranite to repair it. It can make Liquid Xiranite for the jet to use and clear Blight mudflows and activate Xiranite Facilities.
Activate the Xiranite Flow Control Node
After repairing, interact with the control node to activate it. With your spray jet, it can spray Liquid Xiranite to clear Blight.
Eliminate the Blight
Now activated, use the Spray Jet full of Liquid Xiranite to clear the Blight mudflow in the area. Spray the Blight until the core is exposed, then only target the core to fully eliminate the Blight.
Meet Up with Mi Fu
After an emergency call, head to the monitoring center east of the Core AIC Area and meet up with Mi Fu, who just caught Tangtang.

Pass Through the Tianshi Pillar Array
Run and pass through the Tianshi Pillar Array until you are near the Aggeloi.
Defeat the Aggeloi
Clear the Aggeloi that are in the way. Continue forward to reach the next area.
Head to the Wuling North Ferry Point
Follow the path to the ferry point. As you arrive, more Aggeloi show up and block your path.
Defeat the Aggeloi
Clear out the Aggeloi within the ferry point. After clearing, you notice that the dock is covered in Blight.
Eliminate the Blight at the Ferry Point
Interact with the Xiranite flow control node to power up the spray jet. Spray the Blight blocking the docking area.
Get on the Raft and Travel to the Monitoring Center
After clearing the Blight core, board the raft to travel to the monitoring center. After reaching the docking point at the monitoring center, head up the stairs.
Use the Xiranite Flow Control Node to Clear the Blight
The path is blocked again by Blight mudflow. Interact with the flow control node and use the spray jet to clear the Blight core by the entrance of the building.
Go to the Top of the Monitoring Center
Enter the monitoring center and head up to reach the next area of the building. The way to the top of the monitoring center is covered in Blight mudflow.
Eliminate the Blight
Interact with the Xiranite flow control node and eliminate the Blight mudflow. Find the core near the steps to clear the whole Blight.
Go to the Top of the Monitoring Center
Head up the cleared path to get closer to the top of the monitoring center. More Aggeloi are in your way to the top of the building.
Defeat the Aggeloi
Clear the Aggeloi that once again block your path. With Mi Fu ahead of everyone else, your path is blocked.
Open Up a Path
Interact with the Xiranite flow control node and clear the remaining Blight mudflow in the area to find the activation switch for the door. Activate the switch to open the door.
Go to the Top of the Monitoring Center
As you reach the top, Mi Fu has already been fighting the Tidalklast. Don't let the Aggelos reach the core facilities.
Defeat the Tidalklast
The Tidalklast is quick and agile. Dodge its tentacle stabs, spinning, and charging attack. The Tidalklast can also do laser attacks, so make sure to distance yourself from it. Make sure to stagger the Aggelos and interrupt its charged skill.
Restart the Monitoring Center
Head up the stairs to find the core facilities. Go to the center to repair the circuitry. Only fill the spaces in the second, third, and fourth row of the grid.
Accept the Monitoring Job
Interact with the Outskirts Monitoring Terminal to test the system. You can use this to accept and complete Environtment Monitoring jobs to earn Wuling Stock Bills. Accept the Beacon Damaged in the Blight Tide job.
Complete the Job Photo: Damaged Beacon
Head to the area where you fought Tidalklast. Go to the ledge overlooking the body of water with a beacon in the middle.
How to Complete the Job Photo: Damaged Beacon
To complete this monitoring job, photograph the damaged beacon in the Blight Tide. Enter camera mode and make sure that the beacon is in frame.
Go to the Main Pillar Office
After completing the job and talking to Tangtang and Mi Fu, head back to the Main Pillar Office to talk to Zhuang Fangyi and Mi Fu.
Leave the Main Pillar Office
After the talk, you will automatically leave the Main Pillar Office. Tangtang calls you. Complete the call to finish the mission.
