Last Rite is an S-Tier Cryo DPS best used in Cryo Hypercarry teams. She has one of the highest damage outputs in the game due to her Ultimate and her ability to apply Cryo Susceptibility, amplifying her own damage, as well as other Cryo damage-dealers (like Yvonne and Xaihi).
Since you'll want to maximize her debuff, however, you're restricted to a team of units who can apply Cryo Infliction, as well as a meticulous rotation.

Last Rite's best builds focus on boosting her performance as a DPS, with her endgame build providing a huge Cryo DMG boost when she applies Cryo Inflictions, and the early game build increasing Attack and Skill DMG. Both builds give her a good amount of Strength too.

The best build uses the Khravengger weapon and Tide Surge set to maximize Cryo Infliction and damage. They work really well with Last Rite's kit, since stacking Cryo Infliction triggers their effects. The stats give a good boost to her Cryo DMG, Attack, and Strength as well.

For early game, your best equipment are the Aburrey's Legacy gear set and the Seeker of Dark Lung weapon. This build gives Last Rite a lot of Strength (her main attribute) and a decent boost to her Skill damage.
The Auditory Chip T1 increases her Combo Skill DMG, which also synergizes when she consumes Cryo Infliction stacks for even more damage. Seeker of Dark Lung helps charge her Ultimate faster, and the effect gives her more ATK.

Last Rite's signature weapon, Khravengger, is her best option for damage. It provides Skill DMG and a massive Cryo DMG boost that complements her playstyle, in addition to a large increase in her primary attribute, Strength, and Attack% stat.
For Khravengger's Essences, prioritize etching the Detonate skill first to maximize the Skill DMG and Cryo DMG buffs for Last Rite. Etch the Attack Boost next, followed by the Strength Boost for an increase in ATK%.

Last Rite's next best option is the Sundered Prince, providing an increase in her Strength attribute, Critical Rate, and an attack boost upon performing a Final Strike.
Sundered Prince synergizes with Last Rite when she's played as the controller Operator. Last Rite wants to perform Final Strikes as the controlled Operator to trigger her own Combat Skill, thereby activating Sundered Prince's weapon skill that boosts her ATK and Stagger.
For Sundered Prince's Essences, prioritize etching the Crusher skill for the Attack and Stagger buffs. Etch the Critical Rate Boost next for a bump in crit rate, with the Strength Boost last to increase her ATK.

Last Rite's best F2P option is the Seeker of Dark Lung, available for purchase after increasing the Stock Redistribution level.
Seeker of Dark Lung increases Last Rite's Strength attribute, in addition to an ATK buff upon applying an Arts Burst that triggers every rotation, and an increased Ultimate Gain to access her Ultimate more frequently.
For Seeker of Dark Lung's Essences, prioritize etching its Detonate skill first for the boost in Strength and ATK, followed by its Strength Boost skill.

Industry 0.1 is Last Rite's best early game weapon, providing an increase in her Attack stat and Strength attribute. This is a decent stat stick for damage, but it is inevitably replaced by higher rarity options in the later stages of the game.
For Industry 0.1's Essences, prioritize etching its Suppression skill first to boost its ATK buff, followed by its Strength Boost, then its Attack Boost skill last.

Last Rite's best gear are the Tide Surge set with a Type 50 Yinglung Light Armor off-piece. Since we want her to apply Cryo Infliction, she can easily trigger the set effect. She also benefits from the Cryo DMG and Skill DMG boosts from the gear pieces.
Type 50 Yinglung Light Armor is used as an off-piece for the All Skill DMG Dealt buff, along with an increase in Last Rite's Strength and Will attributes.

When the wearer casts a battle skill, combo skill, or ultimate, gain ATK +5% for 15s. The buff from each of the three skill types is unique and does not stack with itself.

While you're in the early game, you can use the Aburrey's Legacy set instead. The set stats align with Last Rite's main attribute, and the set bonus gives Last Rite a decent boost to Skill damage. The hanging T1 Chip gives her an additional boost to Combo Skill DMG and increases Last Rite's ATK whenever she casts her abilities.
You'll want to field Last Rite often, so she can perform basic attack combos and apply Cryo Infliction. Aim for the maximum Cryo Infliction stacks (4) before using her Combo Skill, then use her Ultimate while enemies are Cryo Susceptible.
You get the most damage by using her talents in this order:
Last Rite can apply Cryo Infliction after performing Final Strike with her Battle Skill active. This is her primary way of applying Cryo Infliction stacks on her own to progress towards triggering her Combo Skill.
Last Rite's Combo Skill consumes Cryo Infliction stacks to apply a Cryo Susceptibility debuff on the enemy.
While Last Rite's Combo Skill triggers when an enemy has 3 Cryo Infliction stacks, it is best to trigger it at 4 stacks instead to maximize her Cryo Susceptibility debuff.
After applying Cryo Susceptibility with Combo Skill, Last Rite's Cryogenic Embrittlement talent further increases the susceptibility when dealing damage with Ultimate.
This allows Last Rite to nuke with her ultimate, further enhanced by buffs and debuffs from her teammates.
