Fully filling up the Stagger Meter will properly trigger Stagger on the enemy.
Some enemies will have Stagger Nodes across their Stagger Meter. If the Stagger Meter is filled up to the Node, their actions will be interrupted and they will stumble for a short duration.
Performing a Final Strike increases Stagger, sending enemies to the Staggered State in addition to recovering some Skill Points.
Final Strike can be performed by completing a Basic Attack sequence, where the last attack of the combo is counted as a Final Strike.
Most Battle Skills, Combo Skills, and Ultimates that deal damage can increase Stagger when they connect. Each Operator's skills and ultimate vary in the amount of Stagger dealt.
Applying Physical Statuses deals some amount of Stagger to the enemy, in addition to crowd control effects on weaker enemies. Note that Physical Statuses can only be triggered on Vulnerable enemies.

Enemies must be Vulnerable first before a Physical Status can be triggered. Render an enemy Vulnerable by applying Knock Down or Lift via skills or ultimates.
Inflicting Knock Back or Lift again on a Vulnerable enemy triggers its corresponding effect, in addition to dealing a large amount of Stagger.
How to Trigger Physical Statuses and Effects

An enemy enters the Staggered State after filling their Stagger meter. When in Staggered State, enemies are stunned and receive increased damage, lasting until the Stagger meter is fully depleted.
When an enemy is in the Staggered State, Operators can perform a Finisher by performing a Basic Attack on the staggered enemy. Finishers deal massive damage and recover SP when performed.
