Work Preparation is the second quest under the The Turbid Heavens mission series and the ninth quest under the Smoking Embers mission series. This quest is under Chapter 1 - Process 2 of the main story in The Hub, and Chapter 1 - Process 4 in OMV Dijiang.
How to Unlock Work Preparation Chapter 1 - Process 2
For Chapter 1 - Process II, Work Preparation is unlocked after reaching Authority Level 15 or above and completing the Paving the Way quest. Restart Area Stock Redistribution I is another quest that must be completed to unlock Work Preparation.

Meanwhile, for Chapter 1 - Process 4, the mission is unlocked after reaching Authority Level 43 or above and completing the Conference of the Four quest.

After finishing Paving the Way quest, you are more than likely at Level 10. Work Preparation is only available once you hit Level 15.

Doing Operational Manual missions will reward you with tons of Operational EXP and other rewards. You can do easy missions for node rewards, do daily tasks, or even Protocol Spaces for a lot of EXP.
Complete Mission: Restart Area Stock Redistribution I
The second part of the Work Preparation quest is to complete the Restart Area Stock Redistribution I quest.
Find the Stock Redistributor
To start Restart Area Stock Redistribution, find the Stock Redistributor at the Worker Dorms by using the TP-Link right next to his location.
Authorize Stock Redistribution
Give 500 Valley Stock Bills to connect him to the System. This unlocks Stock Redistribution which allows you to purchase and sell goods.
Talk to Lucky Carrot
The Stock Redistributor has a present for you. Click on the Mr. Rammu cultural good item to purchase it. Exit the Stock Redistribution screen to talk to Lucky Carrot
. End your conversation with Lucky Carrot to complete the mission.

Reach Authority Level 43
After finishing Conference of the Four quest, reach Authority Level 43. Reaching the level requirement will unlock the next mission. Similarly, you can still look at the Operational Manual and complete different tasks or Protocol Spaces to gain EXP.
