How to Unlock Cog in the Wheel
Complete Base Revisted
Cog in the Wheel automatically unlocks after completing the Base Revisited mission.
Cog in the Wheel Walkthrough
Talk to the Workers at the Old Factory
Make your way to The Hub and approach the group of workers on the road for a short cutscene, then follow the road north to the disaster site where another cutscene will play where you encounter some injured crewmen.
Go to the Disaster Site
Follow the path west to the disaster site and speak with the crewman for another cutscene and they'll ask you to shut down the nearby refining unit.
How to Solve the Repair Logic Puzzle
Interact with the refining unit right next to the crewman and solve the repair logic puzzle to turn it off. Arrange the repair logic pieces like the image above to solve the puzzle.
Talk to Laeya and Lykor
Make your way to Laeya and Lykor just outside the disaster site and speak to them for a cutscene which also ends the quest.
