Make your way to The Hub and approach the group of workers on the road for a short cutscene, then follow the road north to the disaster site where another cutscene will play where you encounter some injured crewmen.

Follow the path west to the disaster site and speak with the crewman for another cutscene and they'll ask you to shut down the nearby refining unit.
