OD - Refugee Camp III unlocks after completing OD Project - Refugee Camp II and raise your Outpost Prosperity to the current limit.

Once you reach the current prosperity limit, read the messages from Fiona the Comms Officer on your Baker to start the quest.

Fast travel to the Refugee Camp and speak to Karja for a cutscene.

Investigate What Roman Likes

Investigate What Roman Likes

Fast travel to the Worker Dorms in the Hub Base and head south from the TP Link and speak to Roman in his bread stall to find out what he likes.

Investigate What Andre Likes

Head to the Old Factory at the northern part of Hub Base and head inside the Research station building. Instead of Andre, you'll meet Chen Qianyu. Speak to her for a cutscene where she tells that Andre left earlier.

Go Back to the Refugee Camp and Talk to Karja

Go Back to the Refugee Camp and Talk to Karja

Fast travel back the Refugee Camp and speak to Karja to give him the intel and for another cutscene.

You'll then need to craft a Secret Stimulating Tisane and a Simple Pain Relief Salve and put both in your backpack.

How to Craft Karja's Requests

Secret Stimulating Tisane
To craft the Secret Stimulating Tisane, you'll need a Powdered Grass Seed, Citrome Powder, and an Amethyst Bottle.

Simple Pain Relief Salve
To craft the Simple Pain Relief Salve, you'll need an Energized Aggagrit, a Cartilage Bit, and an Amethyst Bottle.

Once you craft both items, head back to Karja and give him the two gifts and another cutscene.

Talk to Staub

Talk to Staub

After the cutscene, talk to Staub who is standing just a few steps north for another cutscene where you'll receive Dewey's Recording.

Head back to Karja and speak to him for another cutscene, which ends the quest.
