Breaking Gust likes to get close to attack with dashes, so ranged Operators are great for this stage. Yvonne can attack from afar to prevent getting affected by the debilitating smoke, and can snipe the chains brought out by Breaking Gust.
Tangtang and Gilberta sets up crowd control with their AoE Battle Skills against the Cloud Stalkers, allowing Yvonne to deal damage uninterrupted. Xaihi keeps your team healthy with sustain, but can also amp up the team's damage.

A Laevatain Heat team sets her up as the hypercarry, with Wulfgard and Akekuri making sure she gets to her Ultimate frequently and deals massive AoE damage to take out all Cloud Stalkers as fast as possible. It also helps that the range buff granted by Laevatain's Ultimate can reach the Breaking Gust's chains from afar.
There is no crowd control in this team comp, so you have to be on point with dodging, sustain, and SP management in this fight.

An Electric comp with Avywenna is designed with AoE in mind, set to kill all the Cloud Stalkers as fast as possible. This team has an easier time to Stagger the enemies with her Battle Skill and Thunderlances, which is then supported by the burst damage from Electric Bursts and Electrification.
Gilberta is once again recommended here for her crowd control against both enemies to group them up, and her ability to apply Arts Susceptibility and boost the damage of the other Operators.

While the bigger threat between the two enemies is the Breaking Gust, it is advised you take down Cloud Stalker first. This is especially crucial in Agony Mode, where there are 3 Cloud Stalkers to support the Breaking Gust enemies.
The chains summoned by Breaking Gust will be annoying to deal with, but Cloud Stalker's moveset makes them even harder to kill.
Breaking Gust's chains will Stun an Operator for as long as they are bound, to try to take it out first before moving on to the easier enemy in Cloud Stalker.
Do not waste any time and break the chains as soon as possible. Even a fully-leveled, fully-Geared Operator will quickly be killed by the enemies' attacks while left defenseless thanks to the chains.
Cloud Stalker can conjure up two types of smoke. The first one is colored gray and is expelled around its close vicinity. This smoke will obscure the Operators' vision, slow down their movement, and prevent them from dodging.
The second smoke type is colored green, and those will heal its allies. This means it will replenish Breaking Gusts' HP if they are close to it.
A number of Breaking Gust's attacks involve dashing towards the enemy, and it will knock back any Operator that gets hit with them.
They are easily telegraphed by the red indicator, so make sure to time your dodges right!
