How to Unlock Temporary Peace
Temporary Peace is immediately unlocked after completing the Undying Cinders quest and has no level restrictions.

Talk to Director Qin
Talk to Director Qin after returning to the Hub Base. You ask her about the current situation at Valley IV. After talking with Director Qin, Perlica asks you to take a breath together. Finish the conversation with Perlica to complete the mission.
Optional: Talk to Those Who Returned
You can talk to other NPCs and operators who returned from the mission. You can talk to Crowe, Andre, Fabian and Aleeza, Wulfgard and Rossi, and Chen Qianyu in the Hub Base to catch up with them.
