Laevatain is the best character you can put in the Refugee Camp, as all of his traits match perfectly to unlock all the skills of the outpost.

Antal is your next best bet as he activates Skill 2 and Skill 3, which are good before and after having max outpost level.

Yvonne is the best character to assign in the Originium Science Park, with all 3 traits perfectly matching the Infra-Station's requirements. Chen Qianyu is a close second. Not only is she a free character, but she can provide Skill 1 and Skill 3 for the outpost, which are good for early and max level.

At level 4, Yvonne and Chen are still the best characters you can place in the outpost, as they provide the Skill 3 effect, which increases the regen rate of stock bills for the outpost.

Gilberta is the best choice for Reconstruction HQ as she's able to activate all of the skills for the outpost, maximizing the amount of Stock Bills you can get.

If you don't have Gilberta, you can choose Laevatain as your next best operator to place in the outpost. You can also use Pogranichnik as your third best for Level 1 to 3 or Perlica if you already have a max-level outpost.

Tangtang is the best character to place in Sky King Flats Construction Site, as her Hobbies and Expertise activate all 3 Skills for the outpost.

Wulfgard is the second best, and is tied as the best with Tangtang if you still have your Outpost at Level 1-2 to activate Skill 2 and 3. Lifeng can also fill this role, but he falls off for Last Rite or Ember at max level.

How to Choose the Best Operator Liaison

When you select an Operator to be the Liaison of an Outpost, you have to consider three things about them: their Faction, Hobbies, and Expertise.

Their trait will be highlighted on the menu if it matches what the Outpost needs, and there are bonus effects displayed on the right side and bottom of the menu.

Outpost Skill Effects

Skill 1
(Faction)		 For every 1 point of Outpost Prosperity earned via trading, there is a 20% chance to earn 1 more.
Skill 2
(Hobbies)		 For every 1 stock bill earned via trading, there is a 20% chance to earn 1 more.
Skill 3
(Expertise)		 For every 1 stock bill earned by the outpost, there is a 20% chance to earn 1 more.

If the assigned Outpost Liaison manages to match the Trait requirements, that Trait will activate the Outpost Skill. Prioritize Skill 3 first, as this overall increases the regeneration of Stock Bills.

After that, Skill 1 will be useful before max level, as you can level your outpost much faster. Once your Outposts reach maximum level, you can opt to swap to having SKill 2 instead, as you can no longer gain Outpost Prosperity anymore.
