How to Unlock Outpost Reconstruction HQ
Complete Temporary Peace
Outpost Reconstruction HQ can be unlocked after completing the Temporary Peace. You can also check Missions to view and track the objective for Outpost Reconstruction HQ, where you must view Crowe's message.

- View Crowe's Message
- Go to Power Plateau and Hear Crowe's Project
- Follow Ardelia
- Deploy the Sub-PAC at the Specified Position
- Go to the First Site to Gather Soil Samples
- Go to the Second Site to Gather Soil Samples
- Return to the Reconstruction Headquarters
View Crowe's Message
Start the mission by pressing V to view Crowe's message, urging you to go to Power Plateau and help the area recover.
Go to Power Plateau and Hear About Crowe's Project
The next objective is to go to the Power Plateau and hear about Crowe's project. To fast travel to your destination, open your Maps, and select the TP Pointnear the Plateau Trunkway. There, you will meet the mysterious girl, Ardelia.
Follow Ardelia
At the end of the conversation, follow Ardelia to the local site monitor. There, you will also meet Crowe, who informs you of the plan to construct a Valley IV Reconstruction Headquarters in the area.
Deploy the Sub-PAC at the Specified Position
The objective will require you to place the Sub-PAC at the specified position. Approach the position to trigger the Place Sub-PAC button and select it.
Outpost Management and Level Guide
Go to the First Site to Gather Soil Samples
Make your way to the objective and reach the rope leading all the way down. When you land on the ground, this will automatically trigger a conversation with Clavell. After the conversation with him ends, the team decides to go to the second location, where they'll meet Dean.
Go to the Second Site to Gather Soil Samples
When you have talked with Dean, head for the objective and land on the spot where it's marked. There, you will find soil, which triggers the Gather button. Click the button to gather the soil sample.
Return to the Reconstruction Headquarters
Open your Maps and choose the Sub-PAC at the Planned Construction Area, then click Teleport. Return to the Reconstruction Headquarters. This will eventually conclude the mission and inform you that the Outpost has been added and that goods trading is now available.
