View Ardelia's Message
To begin the first objective, press V to view Ardelia's message, which prompts you to go back to the Reconstruction HQ.
Ask Ardelia About the Situation
The next objective would be to go to the Power Plateau and ask Ardelia about the situation. To fast travel, open your Maps and select the Reconstruction HQ near the Planned Construction Area. Once you arrive, head over to Ardelia, who can be seen meddling between Clavell and Dean's heated argument.
Talk to Clavell and Dean
You will need to talk to Clavell and Dean about the situation. Approach Clavell, who will tell you that his prioritization of wildlife and environmental stability has collided with Dean's Blight-related research. Then, approach Dean, who explains that studying the Blights must be prioritized to avoid further crisis.
Find Clavell and Dean
After the conversation, you will need to find Clavell and Dean to talk to them, as well as assist them in their requests. Take note that this can be done in any order.

| 1 |  If you choose Clavell first, follow your objective, and this will lead you straight to the worker. Talk to Clavell, who reveals he is looking for a box of documents. |
| 2 |  He will request you to help him find this box. To find the box, head upstairs. |
| 3 |  When upstairs, turn right, and go straight ahead. Use your Scan to highlight the item and you will see the box with a glowing yellow light. Approach it and select View. |
| 4 |  Once collected, head down and return to Clavell. He will express his appreciation before confirming that the documents are logs of the endangered species that Dean helped save. |
| 5 |  To find Dean, head straight to the marker and talk to him. He will request you to help him find a creature called long-ear. |
| 6 |  To find the long-ear, head towards the fallen concrete surrounded by disconnected canals. |
| 7 |  Follow the long-ear until it runs across the bridge, before it circles back to Dean, whom you'll need to speak to again. |
Return to the Reconstruction Headquarters
In your Maps, pick Reconstruction HQ at the Planned Construction Area, then click Teleport. When you get there, talk to Ardelia. This will finish the mission, level up the Reconstruction HQ, Outpost Stock Bill yield efficiency and limit, as well as increase the categories of tradable goods.
