Basic Headhunting serves as the Standard or Regular banner of the game, featuring all the Standard characters in the game's gacha pool.
The following ruleset for Basic Headhunting, as revealed in the Special Beta Test II Program are the following:

Chartered Headhunting serves as the Featured banner of the game, where you can roll the sought-after Limited characters. Similar to the Basic headhunting, you can get any 6★ after 80 rolls, but the limited featured character has a rate-up, increasing your chances.
Unique to Arknights' system for this focus banner is the Chartering aspect, with the limited featured 6★ still being available as part of the Chartered Banner's 6★ roster after two banners once their debut banner is over.
The following ruleset for Chartered Headhunting, as revealed in the Special Beta Test II Program are the following:

The New Horizons Headhunting is basically the beginner banner of the game, and it allows you to roll up to a certain limit by getting the necessary Headhunting Permits by progressing the game's Mission Stories.
This is a one-time banner that allows you to ultimately get any Standard 6★ for free as long as you get the permits, allowing you to get a special character right from the bat!

Arsenal Exchange is the Weapons Banner system of the game, which uses different Arsenal Tickets as its main currency. These tickets can be exchanged for Arsenal Issues for rolls or used to purchase weapons outright.
You will gain a set amount of Arsenal Tickets from your Headhunting rolls, which will vary depending on the ★ quality of the characters you pulled, or if you get a duplicate roll.
Aside from Headhunting, you can gain Arsenal Tickets from the game's battle pass, called the Protocol Pass, or through in-game transactions via limited packs.

1 Arsenal Issue is equivalent to 10 rolls when exchanged from Arsenal Tickets. Rolling in banners where 6★ weapons are will allow you to get them in 4 Arsenal Issues (40 rolls), but for featured weapons that you can't get in 4 attempts, you will get them on your next 8 attempts (80 rolls).
There are additional systems and rulesets set up should you continue rolling weapons as revealed in the Special Beta Test II Program:
You should prioritize rolling on the Chartered banner for your Limited Feature characters. This allows you to gain 6★ characters that you will certainly need in gameplay and for endgame content.
It also features the most characters in all banner rosters thanks to its Chartering system, allowing you to still get any limited character for two banners should you fail to get them on debut.
