Outpost Connection and Prosperity
The highest source of Regional Development Metrics (or RDM) to level up your Regional Development Level (or RDL) is by connecting to Regional Outposts and increasing their Prosperity Level.
When in a new region, always be sure to find its local outpost, talk to the leader, and help them out to establish the outpost. Then, engage in trading with it to raise its Prosperity Level!
Complete Missions
Another good way to rack up on RDM is by completing main and side missions. Progress through the main story, or engage in side missions to help those in need!
Rig Mining Spots
If you see an ore vein with glowing spaces, be sure to place a mining rig on it to automatically mine the surrounding ores. Doing so will contribute to your Regional Development Metrics.
Using an electric mining rig will automatically transport your spoils to the depot, but it will need to be powered by electric pylons.
Unlock and Upgrade Recycling Stations
When out and about, check your map for an icon resembling an owl. These are recycling stations, which regularly provide you with materials to level up the Dijiang.
Activating these recycling stations and upgrading them can help increase your Regional Development Level significantly!

What Does Raising Regional Development Level Do?
All Regional Development Level Innovations
Upgrades the Protocol Automaton-Core (PAC)
The most obvious thing upgrading your RDL will do is upgrade the Protocol Automaton-Core (or PAC) in various ways.
The depot's capacity will expand, as well as the size of its power field, denoted by the holographic yellow border surrounding it. This means more items and more facilities can be built at your home base!
Increases Facility Limit
Apart from farming facilities, the limit of the other ones, like ziplines and combat facilities, will also increase. This means your Regional Outposts will be better protected, and you will be able to get around much easier!
Increases and Upgrades Resources
Another notable thing that increasing your RDL does is upgrading local resources such as rare ore veins, rare growths, and mining spots. Their purity will increase, and they'll grow much faster, too!
You will be able to gather rarer, purer resources that you can process to create higher-grade materials used to craft higher-grade equipment!
Increases the Stock Bill Limit
Regional Stock Bills are for various things, such as crafting gear and activating Recycling Stations. With your RDL increased, the limit for Stock Bills will also increase, giving you more leg room.
