How to Unlock Cost of Hope I
Complete Maintenance Progress
You can unlock Cost of Hope I after completing the Maintenance Progress main mission, and accepting the quest by reading Fiona's message via the Baker!
Cost of Hope I Walkthrough
Go to the Valley Pass
Make your way to the Valley Pass region. Fast travel to the T-P Link near the passage entrance to meet up with Perlica for a cutscene.
Meet with Arclight
After the cutscene, follow the path forward for another cutscene with Karja who mentions that Arclight has ventured out into the wilderness.
Find Mia's Drawings
Follow the path into the large warehouse and defeat the Landbreakers so you can reach the shipping container with Mia's Drawings painted on.
Keep following the buildings and walls with Mia's drawings until you reach an open shipping container next to a T-P Link with the Endminister's Mask painted on for a cutscene. Follow the path to the nearby cave for a cutscene and a fight with a group of Landbreakers.
Defeat the Landbreakers
The Landbreakers are not particularly difficult especially if you've sufficiently leveled up your Operators so quickly dispatch them with your strongest attacks.
Once all enemies are defeated, cutscene will play and Arclight asks you to locate the mechanism to open the door. Use your Scanner and look for a small switch on a cave wall.
How to Level Up Fast - Authority Level Guide
Open the Secret Door
Interact with the switch to open up the circuitry module puzzle so you can fix the mechanism. Arrange the circuitry like the image above to complete the puzzle.
This completes the quest and automatically starts Cost of Hope II.
