Complete Wish Upon the Moon II
To unlock the Plum Blossom Pole Stall, you need to complete the Wish Upon the Moon II lodge tale. You will need 60000 Operation Funds to build this stall, so be sure to stock up on those!

Head to Plum Blossom Pole
Head northeast of the Moon-Chasing festival stall. You will be directed to a man by the river. A cutscene will play out where Lingyang is conversing with a guy named Mingzhi about coming up with some lucky greetings!
Talk to Lingyang and Mingzhi
Head southeast of the initial location to talk to Lingyang and Mingzhi again. You will all then come up with some greetings. Afterwards, the side quest will be complete.
Plum Blossom Pole Rewards
Unlock Lingyang As Companion
Completing Plum Blossom Pole's side quest will unlock Lingyang as your companion for the By Moon's Grace stall event.
