To guess who's telling the truth in the Swindling Seminar, you will have to pay 500 Gil before answering.
All swindlers have a chance to randomly tell the truth. For example, pictured above is Squinty Rachel telling the truth in one save file, but lying about the Stamp Graffiti in another. There won't be a fixed swindler who is telling the truth, so carefully examine each before choosing.

Drinking from the wooden mug at the Bail Jumper should help you confirm Thirsty Usain's claim. The wooden mug contains Sunshine, the best-selling drink, not Cosmo Canyons, and it is indeed diluted or watered down.
If Thirsty Usain claims that the bar serves Sunshine and mentions drinks being watered down, then he is telling the truth. Otherwise, it's a lie.
Enter the weapon shop carefully and approach the dealer at the back. Be mindful not to knock down any items along your way, as tripping any of these containers will anger the dealer, who will then refuse to sell you anything for breaking his rules. While this can help you confirm that the weapon dealer does indeed prefer silence, you won't be able to confirm that he also sells elixirs.
If you manage to access his service, you'll be able to verify another claim — whether he sells potions or elixirs. The latter should be true, as he indeed only sells elixirs.
Sloppy Shawn's truth can easily be verified by checking the salesman holding a picket sign. If he says that the book is not available, this should be a lie as the book is actually available and even on sale.
Additionally, he will also get the name of the book wrong when lying. The correct title should be Meditations on the Outlaw Life, not Meditations on the Underling Life.
Squinty Rachel's claim can also be easily verified by simply checking the graffiti pinned on the map. This graffiti will always be Stamp, so if she says that it's a Costa del Sol Cactuar, she's lying.
Finally, you can confirm Blowhard Georgie's claim by simply participating in the Sylkis Cup at the Beast Battleground. The final challenge, Unknown Error, will have the enemy Test 0 — the correct name of the opponent, not Bug 0 nor Type 0.
Beast Battleground Minigame Guide
After answering the correct option in Swindling Seminar, Conniving Caglio will reward you with Sylkis Greens. The Sylkis Greens can be used to feed Piko during the Feed for Piko quest in Chapter 8. The reward for this is fixed, even if you attempt to complete this challenge after Chapter 8.
