Sigil of the Arcane can be obtained inside a hidden room in Shark's Teeth at Shattercarp. Light three switches within the vicinity to open the room and collect the ring inside a lootbox.

Avowed - Sigil of the Arcane Puzzle Location
Locate the puzzle by the river, near the bridge at the center. The puzzle requires lighting three switches within the vicinity with shock damage or Giatta's Spectral Jolt.

Avowed - Sigil of the Arcane Puzzle First Switch Location
Facing the puzzle door, turn left to find the first switch by the river.

Avowed - Sigil of the Arcane Puzzle Second Switch Location
After lighting the first switch, turn around and climb the wooden platforms beside the puzzle. Light the second switch by the wooden beams.

Avowed - Sigil of the Arcane Puzzle Third Switch Location
Climb the wooden platforms beside the second switch to find the third switch attached on the brick wall.

Return to the puzzle door and enter the newly opened room. Open the lootbox inside to collect the Sigil of the Arcane.
