    If you haven't picked up the heart or you have a save just befor thay, you can run back to town and talk to chiko, and then return to the dungeon, chiko will then appear at the exit to the dungeon. The trigger seems to be talking to chiko before picking up the heart.

    If you speak to Keipo before speaking to Chiko he will not appear by the exit of the Ruins and you can't get him to talk to you ever after locking yourself from obtaining Stormdancer set
