How to Get Sun of Black Heaven
Purchase from Quartermaster Yorgu
Progress through story until you are able to access Solace Keep, located southeast of Galawain's Tusks region, to the east of Soreena's Mercy.
Prepare a lot of Skeyt
Sun of Black Heaven can be purchased from Quartermaster Yorgu. It'll immediately be Legendary quality, the highest costing quality in the game.
