Vailian Boots can be found inside a lootbox requiring 5 lockpicks near the Riverside Cave in Emerald Stair.

The lootbox can be found on a rock formation in the middle of the river southeast of the Riverside Cave. Use ice spells such as Chill Blades or throw Eyes of Rymgand on the river to create ice platforms to reach the rock.
