As for the rest, it all comes down to the characters you already own and which ones synergize best with the party compositions you have in mind.
Curated Weapon Supply Can Be Put on Hold
If you really can't decide on which weapon to choose, you may simply cancel selecting from the Curated Weapon Supply and save it for future use. All Weapon Supplies will be stored in the Valuables stash of your inventory.
That way, should any other 6-Star Operator come along, you will have a weapon ready for them.

How to Get the Curated Weapon Supply
Reach Authority Level 45
The Curated Weapon Supply is one of the many rewards Endministrators will get upon reaching Authority Level 45.
Be sure to do all that you can to increase your Authority Level, such as opening crates, completing main and side missions, and increasing a region's overall Regional Development!
