AIC Quota can only be obtained by exchanging excess Operator Tokens from 5-Star and 4-Star Operators who have already reached maximum potential. You can access the Operator Token to AIC Quota exchange by selecting the Token Exchange Quota button on the lower left side of the shop screen.

Additional Operator Tokens are acquired by obtaining duplicate Operators through Headhunting, with 4-Star Operators being the most common source.

You can exchange and spend AIC Quota by opening the Acquisition Center from the Main Menu, then select the fourth tab from the left, labeled Quota Exchange. The AIC Quota Exchange will appear on the left side of the screen, between the Bond and Endpoint Quota Exchanges.

The best item to buy with AIC Quota is the Limited-Time Headhunting Permit, which can only be used on the current rate-up banner. You can buy up to a maximum of 5, with the stock refreshing whenever a new rate-up Operator is released. Just keep in mind that the permit is only usable during that banner’s active period.

Another good way to spend AIC Quota is on Rare Progression Materials. They can be pretty expensive, but each purchase gives you five at once. This is especially useful if you’re low on Sanity and can’t farm them from Protocol Space rifts, since you can grab what you need directly from the AIC Quota Exchange instead.

Other items in the shop are generally low priority, but they can still be useful. These include materials for promoting Operators, upgrading their skills, and leveling up weapons.

You can pick them up if you’re running low, but it’s best to do so only after you’ve exhausted other ways of getting them, since these materials can also be obtained through exploration, mission and event rewards, or by farming Protocol Spaces with Sanity.
