You can get the Starting Point item while progressing the Process: Cold Start Main Mission. You'll see it on the ground near the tower you're supposed to activate.

Drag Starting Point To The Empty Slot

To use the Starting Point given to you during the opening mission, just drag the item toward the empty slot on the right. This will trigger the cutscene and let you continue the mission.
