How to Unlock Hsin's Fortuity
Complete Wish Upon the Moon III
To unlock the Hsin's Fortuity Stall, you need to complete the Wish Upon the Moon III lodge tale. You will need 100000 Operation Funds to build this stall, so be sure to stock up on those!

Talk to Changli at Hsin's Fortuity
Talk to Changli by the stall. After a cutscene, Xianchen will mention a mysterious platform that is full of puzzles. You will take this on with Changli.
Solve the Riddle Master's Puzzle
Go to the platform by fast travelling to the Tiderise Cliff Resonance Beacon. At the location is an inactive mechanism. You will then find the Riddle Master's Hints.
After reading, you have the option to solve it on your own or have Changli solve it for you. Choose the option "I give up. Help me, Changli." then "Yes, please." to have her solve it instantly.
You will then be led to a pile of metal crates where the treasure is. Talk to Xiangchen back at the stall to complete the quest.
Hsin's Fortuity Rewards
Unlock Changli As Companion
Completing Hsin's Fortuity's side quest will unlock Changli as your companion for the By Moon's Grace stall event.
