Complete Wish Upon the Moon II
To unlock the Thus Says the Moon Stall, you need to complete the Wish Upon the Moon II lodge tale. You will need 20000 Operation Funds to build this stall, so be sure to stock up on those!

Head to Thus Says the Moon
After building the Thus Says the Moon, go to the stall closest to the Moon-Chasing Festival stall. Jianxin will ask for your help regarding the stall owner's, Uncle Dong, request.
Search for Clues in the Divination Lot
Fast travel back to Jinzhou and head north of the Resonance Nexus there. You will see a little girl by the balcony. Talk to her so you can be lead to the "real hidden treasure", which is guarded by cats!
Look for More Clues in Jinzhou
The next two clues will also be in Jinzhou. The first one, the vehicle, is near Panhua's restaurant. The second one, the crates, is by a gazebo southeast of the first clue.
Once you gathered all the clues, head back to the stall to Uncle Dong to finish the quest.

Unlock Jianxin As Companion
Completing Thus Says the Moon's side quest will unlock Jianxin as your companion for the By Moon's Grace stall event.
