To get an early MP UP Materia, before climbing the room with the big roots, turn right and go to the back area of the cave to find the Materia.

From the second yellow arrow left by Yufie and Barret, turn right then drop down the small entrance to find the MP Up Materia.
The MP Up materia can be obtained from the following combat simulator stages.

The MP Up materia can be purchased from stores that sell materia from chapter 9 onwards.
A level 2 MP Up Materia can be obtained by getting A rank on Tifa's Theme from Dorian.
