How to Unlock Conduit Outlet
Unlock the Conduits Node
To be able to build both Conduit buildings, players need to unlock the Conduits Node in the AIC Planning Interface. This node can be found as part of the Logistics Tree, in the Wuling II Tier.

The Conduit Inlet and Conduit Outlet will require 20 Cuprium Parts separately, which means a complete set of Conduits will need 40 pieces of Cuprium Parts in total.
