Aside from finding them at the Aetia Region, players can opt to purchase Strong Dandelion from the O'Virbus Nopon Caravan. It will cost 1443 Gold to purchase a single Strong Dandelion from the trader.
Note: Fort O'Virbus can only be accessed after you complete Side Story: Noah. Progress through Chapter 7 of the main story to unlock this mission and the rest of the Syra Hovering Cliffs for exploration.
