How to Unlock Moon Shooter
Complete Wish Upon the Moon I
To unlock the Moon Shooter Stall, you need to complete the Wish Upon the Moon I lodge tale. You will need 2000 Operation Funds to build this stall, so be sure to stock up on those!

Head to Moon Shooter
After building Moon Shooter, go to the stall northwest of the Moon-Chasing Festival stall. Qingxi will need help in testing out targets for the Moon Shooter challenge!
Complete the 2 Target Challenges
You need to complete the 2 target challenges that Qingxi will issue. This will also introduce you to the utility, Hoverdroid: Shooter, which will allow any characters to shoot down the floating targets!
After completing the challenges, return to Qingxi to complete the quest.

Unlock Chixia As Companion
Completing Moon Shooter's side quest will unlock Chixia as your companion for the By Moon's Grace stall event.
