Lemongrass can be collected in the overworld as you go on your adventure. These items naturally regenerate over time and can be farmed indefinitely. It can be found in the following specific locations shown above. If you've already activated a Resonance Beacon near that area, you can simply use fast travel to immediately get to that point.

You can also buy Lemongrass in Shifang Pharmacy in Jinzhou for 1000 each. When the item is sold out, a timer on the bottom left corner of the screen will indicate when the stock will reset.

The only thing I find odd here is that it says it is native to the New Federation but it can be found anywhere in Huanglong. Did I missed something in the game?
