The Auto-Cast Materia can be bought from Chadley. You can find Chadley among various regions. Note that all region stores from Chadley is accessible as long as you can talk to Chadley and peruse his materia stock. However, to obtain the data points for the store, you'll need to complete Combat Assignments from the same region.
