Complete the First Three Side Quests in the Grasslands Region

You can unlock the Where the Wind Blows side quest by completing three Grasslands side quests. Check out the Kalm noticeboard for more of these jobs!

Once they are complete, you can take on this side quest by accepting the job on the noticeboard or going directly to Broden in the Kalm Inn.

How to Complete Where the Wind Blows

1. Speak with Broden to hear the details.
2. Speak with Mildred
3. Get a Transmuter Chip
4. Craft the windmill gear and deliver it to Mildred
5. Return to Broden

Speak With Broden to Hear the Details

Start the quest by going to the Kalm Inn and speaking to Broden. He will be inside, sitting on the couch by the stairs.

Speak with Mildred

Speak to Mildred to help her fix the windmill in Windmill Settlement. It's located north of Oliver's Farm.

Get a Transmuter Chip

Analyze 2 Lifesprings to unlock Excavation Intel 1, which is where you can find the Windmill Gear Transmuter Chip.

Craft the Windmill Gear and Deliver It to Mildred

Once you get the Transmuter Chip, Windmill Gear will now show up to be transmuted. However, it will require your Craftsmanship to be at Level 4 before you can actually craft it. You can increase this skill just by simply transmuting as much items as you can.

The required materials to craft Windmill Gear are:

• Quetzalcoatl Talon x1
• Iron Ore x2
• Lea Titanium x1
• Beast Bone x5

How to Find Quetzalcoatl

Map Location	Overworld Location

To find Quetzalcoatl, analyze 2 more Lifesprings in the Grasslands Region (completing a total of 4) . Doing this will reveal the Classified Intel: Winged Lacertilian of Yore, which is just by the mako pipeline maintenance warehouse.

How to Beat Quetzalcoatl

Quetzalcoatl is weak to Ice, so equip Ice materia and cast Blizzard as much as you can. This will also Pressure it, so don't be afraid to get aggressive. After staggering Quetzalcoatl, summon Shiva to deal significant damage. Back away from its Vortex Sweep and try to perfect parry its Headlong Charge attack. Try to also block its very long Electrodiffusion attack.

Pick Up the Cleansing Materia After Fixing

When you give the Windmill Gear, a cutscene will play where a cleansing materia will fall from the windmill. Pick it up at the base of the windmill.

Return to Broden

Once the Windmill is fixed, return to the Kalm Inn and inform Broden of what transpired.

Cleansing Materia Falls From Windmill

After getting the windmill to work, Cleansing materia will fall down from it. This allows you to cast Poisona, which cures Poison.

Increase Favorability With Red XIII

Completing Where the Wind Blows will also increase your friendship with Red XIII. This will affect the events that will occur when you visit the Gold Saucer later in the game.
