Head to the Shrine to Woedica located at The Rise, north of Paradis and speak to the Pious Aedyran Soldier. He will tell you to take the Scales of the Oathbinder Totem Base from the nearby shrine.

How to Use the Scales of the Oathbinder Totem Base

Display and Activate for Passive Abilities

Avowed - Scales of the Oathbinder Abilities
Once you have the Totem Fragments and Totem Base, you can display and activate it in your Party Camp Shrine. Each Totem Fragment provides a different passive ability.

The Totem Base does not have a passive ability, but is required to display the God Totem in the Shrine.
