Shoes of the Glimmering Merchant is found in Salvius's Lab, near the northern entrance of Fior mes Iverno in Emerald Stair.

From the northern entrance, climb down the stairs and head east to find a small balcony. Head to the balcony and press the switch near the skeleton to find a hidden room. Open the chest inside to collect the shoes.

The switch to open Salvius's Lab is located directly left of the skeleton. The switch is located beside the leaves, roughly at the same height as the skeleton's head.
