You can get the Vailian Breastplate inside the Vidarro Family Mansion in Fior mes Iverno in the Emerald Stair Region. You must go to the second floor and loot the chest on top of a shelf in the bedroom.

Armors can be upgraded in the Workbench, requiring Armor Material and Herbs of equal rarity to do so. Upgrading Armor increases it's additional damage reduced, but does not affect its damage reduction, stamina, and essence stats.
