Corel Divine Intel 1: Alexander Sanctuary α

While you may be able to challenge Alexander as soon as you reach Costa del Sol, you'll only be able to get to Alexander Sanctuary Alpha once you get to Chapter 7.

To get to the Sanctuary, you will need to travel west from Jules's Training Gym and through a cave to get to where the Sanctuary is located.

Corel Divine Intel 2: Alexander Sanctuary β

In order to access Alexander Sanctuary Beta, you will first need to progress up to Chapter 9 where you can freely roam the desert wasteland south of the Gold Saucer.

To get to this Sanctuary, you need to head towards the cranes south of the Corel Desert Waypoint where you will then need to make a series of grappling hook jumps to reach the cave where the Sanctuary is located.

Corel Divine Intel 3: Alexander Sanctuary γ

From the Corel Waypoint, head east and down the tube where you'll make a left to get to the area where you can access Alexander Sanctuary Gamma.

To get to this Sanctuary, you will need to make another series of grappling hook jumps to reach a climbing area that will lead you to the cave where the Sanctuary is located.

Alexander Sanctuary Bonuses

Enhanced Materia

Whenever you analyze a Sanctuary belonging to Alexander, you will also upgrade their Materia by one level.

At 2 and 3 stars, you will upgrade their summon level by 1. Once you've levelled it up to 4 stars, you will unlock an extra ability that it can use in battle.

Easier Combat Simulator Fights

By analyzing Alexander's Sanctuaries, you will also unlock easier versions of their Combat Simulator fight. If you're having a difficult time beating Alexander to unlock their Materia, then go out and analyze their Sanctuaries first to make the fight easier.
