From Park Central, go to the stairs leading to Speed Square. It's on the floor just before the second flight of stairs.
Players can also get a 2 star Steadfast Block materia by getting an A in the Cinco de Chocobo piano piece, which can be unlocked at the town in Gongaga.
The Steadfast Block materia can be obtained from the following combat simulator stages.
