    Nope, they aren't available for sale in cosmo canyon when you first arrive there, but once you unlock them for the tack shop they will be available at all locations which includes cosmo canyon. Consider the fact that in your screenshot Baobab branches are for sale, which aren't even available in cosmo canyon open worle...

    I believe they are sold in every Chocobo Station once you go to Good Saucer the second time in the main story.

    This item is NOT sold in Cosmo Canyon, the branches that are sold for 700 gil are Sycamore Wood.
