The Steal materia can be purchased from stores that sell materia from chapter 2 onwards.

One of Yuffie's Starting Materia

The Steal Materia is one of Yuffie's starting Materia. The other Materia being Assess, HP Up, and Enervation. Having Yuffie or Steal will allow you to get more Mterials that you can use for your transmutation needs!
